This report recognises that the evidence base on what works to tackle social norms that drive violence is at an early stage. Emerging evidence from practitioners suggests that to change harmful social norms, programmes need to, firstly, shift social expectations, rather than just individual attitudes. Secondly, they need to publicise the change. Thirdly, they need to catalyse and reinforce new norms and behaviours.
