Applying theory to practice: CARE’s journey piloting social norms measures for gender programming

This paper focuses on CARE’s journey to understand social norm theory from academia, and apply it in development practice. Since 2014, a small team within CARE came together to look at how to shift and measure changes in gendered social norms more systematically and precisely. CARE has been adapting the theory into practical implementation design and measurement approaches and tools that can be more easily applied to international development programs in resource constrained settings.
