A practical guide to measuring women’s and girls’ empowerment in impact evaluations

This guide, produced by J-PAL, brings together ideas from its projects and programmes to offer practical tips on how to measure women’s and girls’ empowerment in impact evaluations. The guide provides guidance on how to integrate a deep understanding of gender norms into the development of evaluations and indicators to provide more robust results. It reviews a wide range of empowerment measurement areas and provides examples of survey questions and modules as well as non-survey instruments which can be used in evaluations, and also provides tips about the benefits and drawbacks of various measurement approaches.
